work in progress in the San
Diego/Tijuana region includes
addressing the difference in
times that bars close in Mexico versus the
United States. The extra hours in Mexico
attract patrons who are leaving U.S. bars
already intoxicated, and allow patrons to
drink for more hours resulting in
significantly higher blood alcohol
rates. |

The
Institute for Public Strategies
(IPS) staff organized dozens of Mexican
non-profit organizations; worked with the
municipal
and state governments; staged silent
marches through the streets; held public forums
and |
| made
high profile presentations on policy recommendations to the state legislative
body. |

| These
actions resulted in the delegation
of authority from the state
government to the municipal level
to regulate hours and place
greater restrictions on bars
that operate past 2:00 am.
The goal of uniform bar closing
times continues to be a policy
objective. |
